The game is called CD Man. If not I am mistaken, the similar game was called Pac Man (Pacmania) earlier. Here on a game field it is necessary to eat all points, then you pass on a following level. The spiders, shark and other creations will hinder you. After to eat of definite subjects (light, blinking circle) already you can hunt on these creations, but only definite span.
